Resolution 784-26: Unmet Transit Needs Definitions
TCTC annually uses these definitions and reasonable-to-meet criteria to evaluate transit needs identified through public outreach, the SSTAC, and planning work. Staff recommends readopting the existing standards without changes.

Fiscal impact
No direct fiscal impact. Readoption does not commit either agency to a new transit service or program.
- Criteria address cost effectiveness, equity, community acceptance, operational and financial feasibility, ADA conformity, and system performance.
- Minor operational improvements, already-programmed projects, out-of-county trips, and undefined future needs are excluded.
Tuolumne Heritage Trail Phases 2 and 3 Study
The feasibility and complete-streets work evaluates conceptual improvements along State Route 49 and Parrotts Ferry Road, plus operations and safety at SR 49/Shaws Flat Road/School Street. It is a planning and decision-support study, not approval of a project or construction commitment.
Board role
Receive the presentation and findings and, if desired, direct staff on next steps. No preferred alternative, project approval, or construction authorization is requested.
Fiscal impact
No direct fiscal impact today. Phase 2 is estimated at about $55 million ($77 million with 10-year escalation); Phase 3 at about $25 million ($37 million escalated); combined about $80 million current or $114 million escalated.
- Any advancement requires separate funding, environmental review, engineering, right-of-way work, engagement, agreements, and future Board action.
- Potential direction ranges from receiving and filing the study to exploring interim safety work or a future funding and phasing strategy.
- The North-South Connector bypass is not currently planned for construction; near-term corridor decisions should not depend on it.
Resolution 785-26: Standard Area Planning Grant
The grant-funded study will evaluate walking, bicycling, transit, roadway, parking, and circulation around Standard Park, Youth Sports Foundation facilities, Curtis Creek Elementary School, and nearby neighborhoods.
Board role
Adopt Resolution 785-26 authorizing execution of the Caltrans Restricted Grant Agreement. TAC and CAC each voted to recommend adoption.
Fiscal impact
$249,380 grant plus $32,310 local match equals a $281,690 project. The RSTP-funded match depends on completion of outstanding County Single Audits and release of withheld FY 2025/26 and FY 2026/27 RSTP funds.
- TCTC is the grant recipient and lead agency; CivicWell will be a subrecipient.
- A technical consultant will be competitively procured.
- Grant revenue and expenditures are planned for the budget presented in September.
Executive Director Employment Agreement Amendment
The amendment supports a concurrent employment arrangement by reducing the TCTC Executive Director’s base salary to 75 percent of the salary assigned to the applicable step. Other agreement provisions remain in effect.

Approve the First Amendment to the TCTC Executive Director Employee Agreement.
Fiscal impact
Estimated annual base-salary savings of approximately $40,000 from a 25 percent reduction. Benefits remain unchanged and are not prorated, subject to law, plan terms, and Internal Revenue Code limits.
- The Executive Director remains eligible for Compensation Plan salary adjustments; salary remains 75 percent of the applicable step after an adjustment.
- The County has offered a separate 0.75-FTE Community Development Director position.
Transit Employee of the Year Recognition
The Board will recognize a transit employee selected by Storer Transit Systems for safety, customer service, professionalism, attendance, and service to the community.

Transit Vehicle Advertising
The current advertising-management agreement ends in November 2026 while TCTA begins replacing aging fleet wraps with updated branding. Staff recommends a temporary advertising pause rather than a new procurement during this transition.

Provide direction to staff regarding the current agreement, future advertising, uses of vehicle space, and possible community partnerships.
Fiscal impact
Advertising has generated about $41,000-$53,000 annually, roughly 1 percent of operating costs. No advertising revenue is in the recommended budget, so a pause would not reduce budgeted revenue.
- The current 50 percent revenue share is considered reasonable.
- Options include future paid advertising, marquee sponsors, destination promotion, community identity, transit promotion, or a blend.
- A temporary pause would not permanently discontinue paid advertising.
Discussion of SkiBus for Winter 2026-2027
The Board will discuss whether and how SkiBus should operate during the 2026-2027 winter season, considering service priorities, available vehicles, costs, revenues, and staff capacity.

Fiscal impact
Direct operator costs have ranged from about $17,000-$24,000 per season; revenue about $4,000-$12,000. Fuel, wear, promotion, and staff administration are additional and revenue has not covered direct costs.
- The service also carries some Dodge Ridge employees but primarily serves a specialized recreational destination.
- Timely direction will allow staff to coordinate with Dodge Ridge before the winter season.
- Options may include continuing, modifying, or discontinuing the service.
Resolution 139-26: Title VI Program, 2026-2029
TCTA must update its Title VI Program every three years. The update refreshes demographics, outreach documentation, contacts, and required reporting without significant policy or practice changes.
Board role
Adopt Resolution 139-26 and authorize submission of the updated program to the Federal Transit Administration. TAC and CAC each recommended adoption.
Fiscal impact
No direct fiscal impact. Adoption is required to maintain eligibility for federal transit grants and assistance.
- Title VI prohibits discrimination based on race, color, or national origin.
- TCTA reports no Title VI complaints, investigations, or lawsuits during the current reporting period.
Executed Transit Center Lease
The executed lease permits the County Sheriff’s Office to operate a Day Reporting Center inside the Transit Center beginning August 1 while preserving the property’s transit stop, passenger areas, circulation, and public amenities.
Board role
Receive the executed lease for information. The Board previously authorized negotiation and execution; no additional action is required.
Fiscal impact
County rent and TCTC/TCTA office-space costs are expected to be net neutral overall. Rent and interest must be used for eligible public-transit purposes.
- The Sheriff’s Office may not interfere with transit operations or public access to designated transit areas.
- More extensive later improvements require TCTA review and written approval.
Resolution 138-26: FTA Sections 5311 and 5339
The resolution authorizes applications and grant administration for federal rural transit operating and capital assistance administered by Caltrans.

Adopt Resolution 138-26 and authorize designated staff to apply and execute necessary grant documents. TAC and CAC each recommended adoption.
Fiscal impact
Approximately $474,930 in Section 5311 funding is anticipated for Federal Fiscal Year 2026. Specific projects, allocations, match requirements, and budget effects return in later actions.
- Section 5311 supports rural operating and capital needs.
- Section 5339 supports buses, equipment, rehabilitation, and bus-related facilities.
Resolution 136-26: State of Good Repair Program
TCTA proposes using its FY 2026/27 allocation for preventive maintenance and fleet rehabilitation to preserve transit assets and reduce service disruptions.
Board role
Adopt Resolution 136-26, approve the project list, and authorize required funding agreements and related documents. TAC and CAC each recommended adoption.
Fiscal impact
$99,332 in State of Good Repair funding toward an estimated $110,900 maintenance budget. Remaining costs use STA, LTF, fare revenue, and other adopted operating funds.
